RTI (Right To Information Act) 2026-2027
(1) The particulars of its organizations, functions and duties:

Jamnagar Area Development Authority (JADA) was established on 1st February, 1978 by the Government of Gujarat. The prime objective of the JADA's formation was to carry out the sustained planned development of the area failing outside the periphery of Jamnagar Municipal Corporation

A.   As provided In Section 7 of the Gujarat Town planning & Urban Development Act,1976 the powers and functions of an Area development authority shall be
1. To undertake the preparation of development plans under the provisions of this Act, for the development area.
2. To undertake the preparation and execution of town planning schemes under the provisions of this Act.
3. To Control the development activities in accordance with the development plan in the development area.
4. To levy and collect such scrutiny fees for scrutiny of documents submitted to the appropriate authority for permission for development as may be prescribed by regulation.
5. To enter into contracts, agreements or arrangements with any person or organization as the area development authority may deem necessary for performing its functions.
6. To acquire, hold, manage and dispose of property, movable or immovable, as it may deem necessary.
7. To execute works in connection with supply of water, disposal of sewerage and provision of other services and amenities.
8. To levy and collect such fees for the execution of works referred to in clause 7 and for provision of other services and amenities as may be prescribed by regulations.
9. To exercise such other powers and perform such other functions as are supplemental, incidental or consequential to any of the foregoing powers and functions or as may be directed by the State Government.
B.   The Area Development Authority may, with the approval of the State Government, delegate (any of its powers and functions) to the local authority or authorities functioning in the development area.
C.   The Area Development Authority shall have its office at such place as the State Government may specify in this behalf.

 3.   To assit, guide & opine the Chief Executive Authority in
      taking decision pertatining all technical matters.

      Act & Rules & forward it to the Town Planner with his remarks
      opinion.
 2.   To assist the preparation of Draft Town Planning Schemes.
 3.   To assist, guide & opinion the Town Planner in taking decision
      pertaining all technical matters.
4.  Executive Engineer  1.   To ececute development works like roads, buildings, water supply,
      drainage etc. in JADA area.
 2.   To submit the files pertaining to works for sanction & payments with
      his opinion, to assist the Chief Executive Authority in taking decision.

      Budget, Final Accounts, Annual financial Report of the Authority.
 2.   To maintain the records of Cashbook of the Authority.
 3.   To prepare the Monthly Accounts, Final Accounts, Budgetary Works,
      Pay bills & Daily Expenses bill, to prepare cashbook & preserving &
      maintaining accounting records.
7.  Planning Asst.  1.   To srutinize each & every application received by him as per GDCR,
      proposal of Development Plan & Act & putting before the Asst.
      Town Planner.
 2.   Assist in data collection for preparation of Draft Town Planning
      Schemes & Development Plan.
8.  Supervisor To supervise works carried out by authority, to record M.B., to scrutinize each & every bill, application with regard to Engi. dept. & put it before the Dy.Exec. Engineer.
9.  Head Clerk To forward the files & documents submitted by Sr. Clerk & Clerk-Cum-Typist with his opinion as per the Act & Code, to the Chief Executive Authority.
10.  Jr. Draftsman  1.   To prepare Site Plans, Zone Certificate, Maps with regards to Govt.
      references.
 2.   To Supervise the Drawing staff in preparation of drawings & maps
      related to draft town Planning shemes & Development Plan.
11.  Civic Surveyors Survey work with regard town planning schemes, survey with regard to plot owned by the Authority and maintain the register of technical branch.
12.  Clerk-Cum-Typist To maintain Inward & Outward Register, records of the office, put up the application & file to Head Clerk.
(3) Procedure followed in the decision-making process, including channels of supervisor and accountability
In technical section the documents, plans etc. submitted by the applicants is being scrutinized by the Planning Assistant and submitted through Asst. Town Planner and Town Planner to the Chief Executive Authority. Similarly in administration dept. various through Head Clerk to the Chief Executive Authority. Similarly in Engineering unit each project report, estimates, bill pertaining to contractual work, tender etc. is being prepared by the supervisor/asst. engineer & checked by Deputy Exe. Engineer & Executive Engineer and submitted to the Chief Executive Authority with his technical opinion & decision is taken by Chief Executive Authority.

For each & every policy decision the agenda is being prepared & put up before the JADA board & for such policy matters, the implementation of decision taken by the board is carried out by Chief Executive Authority
(4) The norms and time set by the authority for discharge of its functions are as under.

1 How to obtain approval of layout of the final piot or Revenue Survey Number from the Jamnagar Area Development Authority (JADA)

The owner / person must apply for the development permit (Layout Permission) in the prescribed form and submit it along-with the following documents:
  1. Original 7/12, 8/A, No. 6 of proposed land.
  2. Certified copy of Zoning Certificate, Part plan, Sketch Plan and "F" Form.
  3. Original Tippan and Mapani Sheet obtained from DILR.
  4. Internal Facility Bond.
  5. NOC from concerned authority like Air-Force, Railway, GETCO, R&B, District Panchayat and etc.
  6. If required any other necessary documents

Fees applied for Residential Purpose is Rs. 3/- per Sqr. Mtr. Minimum 1000/- Rs. of the total land Area.

2 Application for Obtaining/ Revising Development Permission for Buildings and for Sub-division & Amalgamation of building unit/plot:

Drawings, Specifications and Documents to be Submitted with Application for Obtaining/ Revising Development Permission for Buildings and for Sub-division & Amalgamation of building unit/plot as per Schedule 2A of CGDCR-2017 (Refer. Regulation No.3.6.1, 3.7)

3 Inspection of Construction (JADA)

Inspection of Construction at Any Time: All buildings for which Development Permission is required are subject to inspection by the Authority and the Authority reserves the right to inspect such buildings at any time during the Period of Construction without giving prior notice of its intention to do so. Owner of the Building-unit and/or any person undertaking construction shall Permit authorized officers of the Authority to enter the building-unit and inspect the building for the purpose of enforcing these Regulations.

Inspection where Development Permission is Granted: All buildings for which Development Permission has been granted shall be subject to periodic inspection by the Authority during construction. It shall be the responsibility of the Owner, the Architect on Record or Engineer on Record, and the Clerk of Works on Record for the building to report commencement, progress at various stages, and completion of construction to the Authority as specified in Regulation No. 5.5 of CGDCR-2017

4 How to Submit a completion notice to the Jamnagar Area Development Authority. (JADA)
The Owner and the Architect/ Engineer on Record for the building shall be responsible for notifying the Authority of completion of construction and for certifying that the construction complies with the sanctioned design and specifications. 5 How to obtain the occupancy certificate (building use permission) from the Jamnagar Area Development Authority (JADA)

The Owner and the Architect/ Engineer on Record for the building shall be responsible for notifying the Competent Authority of completion of construction and for certifying that the construction complies with the sanctioned design and specifications. Notice of Completion of Construction and Compliance Certification shall be made in the format prescribed in Form No. 12 as per CGDCR-2017(Refer regulation No.3.9.1), and shall be accompanied by documents and drawings as prescribed by the Competent Authority in Schedule 5 as per CGDCR-2017 (Refer regulation No.3.9.1 and 3.13) The format for submission of drawings, specifications and documents is specified in Schedule 5. Application for Building Use Permission may be made to the Authority in the format stipulated in Form No. 13 as per CGDCR-2017(Refer regulation No.3.9.1 and 3.9.4).

The Authority, on receipt of Notice of Completion of Construction and a duly completed application for Building Use Permission, shall inspect the constructed building before granting a Building Use Permission, to verify its compliance to the sanctioned design and specifications within 21 days from the date of receipt of the application. If the Authority is satisfied that the construction of the building complies with the sanctioned design and specifications and other requirements as per Schedule 10 as per CGDCR-2017(Refer Regulation No.3.9.1) it shall grant a Building Use Permission in the format stipulated in Form No. 14 as per CGDCR-2017 (Refer Regulation No.3.9.1) Reasons for grant/refusal of Building Use Permission shall be communicated to the applicant.

6 How to obtain the registration with the Authority as Persons on record.

The person must apply for the registration of Architect on Record, Engineer on Record, Structural Engineer on Record, Clerk of Works on Record, Supervisor of Works on Record, Developer as per CGDCR-2017 Schedule 3A: Minimum Qualification, Experience and Document Requirements for Being Considered for Registering with the Competent Authority as Persons on Record (CGDCR-2017: Refer Regulation No. 4.1.2, 4.5) through following portal. www.enagar.gujarat.gov.in

License Fee and Renewal of License Fee:
Registration Fee for registering as Persons on Record with the Competent Authority shall be determined by the Competent Authority and are specified in Table 4.1 of CGDCR-2017(Refer Regulation No. 4.1.3)

7 How to Obtain Zoning Certificate, Part Plan of sanctioned and revised development plan, T.P. Scheme Sketch Part Plan and Form " F ", development plan, for Sanctioned sub plot layout plan, Amalgamation plan, Sub plotting plan, Development permission plan, building use permission
  1. Fees applied for Zoning Certificate is Rs. 200/-and Part plan Rs. 300/- per survey number.
  2. Fees applied for sketch Part Plan is Rs.300/- per final plot and Rs.200/- per case of Form "f" in Town Planning Scheme.
  3. Fees For without Color Print of development plan (1 CM = 160 Mtr) Rs.5000/- (in two cuts)
  4. Fees for Color print of development plan (1 CM = 160 Mtr) Rs. 25000/- (in two cuts) and Rs.10000/- (1cm=80 mts) in one cut.
  5. Fees for soft copy of development plan is Rs.50000/-
  6. Fees applied for Sanctioned sub plot layout plan, Amalgamation plan, Sub plotting plan, Development permission plan, building use permission is Rs.1000/- per copy.

8 How to obtain opinion with regard to inclusion of Village within the limits of Authority.
The person must apply for opinion with regard to inclusion of Village within limits of Authority in the simple application

9 How to Obtain Renewal of Development Permission.
The application for revalidation, accompanied with receipt of payment of fees, shall be in Form 9 of CGDCR-2017 (Refer Regulation No. 3.7.2). Drawings, specifications and documents attached with the application shall be as specified in Schedule 2C of CGDCR-2017.

Fees & Penalty shall be as shown in the table 3.1 of CGDCR-2017 (Refer Regulation No. 3.7.2)

There is no agency working under the Authority & the budget is formulated only for interdepartmental works & allocation.

In JADA now only EWS Housing project is included under the subsidy program and the subsidy is granted by Govt. of Gujarat it is subsequently allocated to each beneficiaries.
